People make it by grinding things like grains, beans, nuts, or seeds. This happens inside a machine called a mill. Some mills use heavy stones that turn against each other. Other mills use steel wheels called roller mills.

Different flours feel and work in different ways. High protein flour makes bread chewy and strong. Low protein flour makes cakes soft and crumbly. You can even use nut flour for a gluten-free choice.

Making flour involves several different steps depending on the plant. To make nut flour, people grind blanched nuts. For walnut flour, they must take the oil out first. Bean flours come from beans that are dried or roasted. To make soybean flour, people soak beans to remove their hulls. Then they dry the beans before grinding them down. For vegetable flour, people must dehydrate the vegetables first. This allows them to be milled into a powder.

Humans have been making flour for a very long time. Archaeologists found evidence of cereal flour from 32,000 years ago. In Australia, people found stone tools for grinding seeds from the Pleistocene period. In Jordan, researchers found bread making from 14,000 years ago. The Romans were the first to use cone mills for grinding. Later, the first steam-powered mill was built in London in 1786. This was at the start of the Industrial Era.

Many different cultures use specific types of flour every day. Corn flour is a staple in the Americas and Mesoamerica. Rye flour is used for bread in Northern and Central Europe. In Ethiopia and Eritrea, people use teff seed flour for flatbread. Buckwheat flour is common in Russia, Japan, and Italy. Chickpea flour is also called gram flour or besan. It is used in Indian and Middle Eastern cooking.

Flour can be made in two main ways. Whole-grain flour uses the endosperm, germ, and bran together. Refined flour uses only the endosperm, which is often called white flour. Removing the outer layers can cause a loss of nutrients. Because of this, many countries add nutrients back in. This is called fortification. As of 2016, 86 countries require wheat flour to be fortified. This helps keep the flour healthy for everyone to eat.
