Fiscal conservatism is a way of thinking about money and government. It focuses on being careful with how a country spends its money. This philosophy is built on ideas like capitalism and individualism. It also values limited government and free markets. People in this group believe the government should not have too much power. They want to keep government debt very low. This way of thinking helps people decide how much a country should spend.

There are several main ways people practice these ideas. One group is called deficit hawks. They want to balance the budget so there is no debt. They worry that debt passes a hard job to future generations. A second group focuses on cutting taxes. They believe lower taxes help businesses grow and create more wealth. They think this growth will eventually pay for the government. A third group focuses on cutting spending. They believe the most important thing is to limit how much the government uses people's money.

These ideas have a long history in the United States. They grew from a tradition called classical liberalism. In the 19th century, many people believed in free markets. They thought the government should stay out of many business deals. During the 1930s, the term became more common. This happened during the era of the New Deal. Many people who liked old ideas began calling themselves conservatives. They did this to show they were different from the new liberal policies.

Many leaders have used these principles in different ways. President Calvin Coolidge had policies that helped the economy grow in the 1920s. President Jimmy Carter worked to reduce the nation's debt in the 1970s. In 1978, he signed the Airline Deregulation Act. This law let market forces decide flight prices and routes. He also deregulated the beer industry in 1979. This change helped the craft microbrew culture grow later on.

Ronald Reagan is another famous leader linked to these ideas. He served as president from 1981 to 1989. During his time, he cut many taxes for people. For example, the top income tax rate dropped from 70% to 28%. He also increased spending on national defense. While he cut some taxes, the national debt rose during his years. This shows how different parts of fiscal policy can work together or against each other.
