These islands sit in the Peter the Great Gulf. This gulf is part of the Sea of Japan. They are found along the southern coast of Primorsky Krai in Russia. The islands are part of the city of Vladivostok. About 6,810 people lived in the archipelago in 2005. It is a special place where land meets the sea.

Nature shaped these islands a long time ago. They formed about 8,000 to 10,000 years ago. This happened because sea levels rose during the Holocene period. Most of the islands have low-mountain terrain. For example, Zheltukhin Island reaches 75 meters high. Moiseyev Island is lower at 50 meters. The Pakhtusov Islands are even lower, between 19.5 and 41.9 meters.

People first reached this area in the mid-19th century. Before then, Japan kept its borders closed to many visitors. In 1852, a French ship called the Capricieuse arrived. Captain G. de Rocquemaurel led this French expedition. They named the islands for Empress Eugénie de Montijo. She was the wife of the French Emperor, Napoleon III. British ships also visited the area in 1856. They gave different names to some parts of the gulf. The name Empress Eugénie Archipelago was used again in 1994.

The weather in the archipelago follows a monsoonal pattern. Most of the 830 mm of yearly rain falls in late summer. Winters are often dry and windy. The area is influenced by the cold Primorsky Current and the warm Tsushima Current. You might even see typhoons here sometimes. Freshwater is hard to find on the islands. On Zheltukhin Island, there are only small amounts of groundwater.

Many different living things grow here. You can find broad-leaved forests with Amur lime and Chinese ash trees. Some plants, like the Japanese yew, are protected species. Lichens are also very common on the rocks and trees. In the sea, you can find many mussels. Gray's mussel and the Kuril horsemussel are important there. These animals live on rocks or soft seabeds. The soil is often brown forest soil.
