Edwin worked to fix the laws for poor people. He also studied how to keep cities clean. He used surveys to find out why people were ill. He talked to many experts like doctors and builders. He wrote a famous report in 1842. This report said cities needed clean water. It also said cities needed good drains for waste.

His ideas led to a new law in 1848. This was the Public Health Act. It was the first time the government helped keep people healthy.

The law helped towns build water pipes and sewers. Some people did not like his ideas at first. They did not want the government to rule them. Even so, his work changed how we live. Today, we know that the government must help keep everyone healthy.
