Chadwick used a very smart way to find problems. He used scientific surveys to gather facts and data. He sent questionnaires to many different places. He also talked to builders, police, and factory inspectors. He wanted to know exactly how the poor lived. This helped him see why so many people were sick. He then used these facts to plan new reforms.

His journey into reform began in the early 1830s. In 1832, he worked on a commission about the Poor Law. He and Nassau William Senior wrote a report in 1834. This report suggested new ways to help people in need. Chadwick later became the secretary for the Poor Law commissioners. He met many important people, including the philosopher Jeremy Bentham. Bentham became a friend and helped Chadwick with his work.

One of his biggest jobs was improving city health. In 1839, he started a huge research project. He published a famous report in 1842 about sanitary conditions. This report was a huge success and sold many copies. He argued that cities must have clean water supplies. He also said cities needed better drains to remove waste. He wanted to use egg-shaped sewers to carry waste away safely.

These ideas led to the Public Health Act of 1848. This was a very important law for Great Britain. It was the first time the government took responsibility for health. The law helped towns build waterworks and better streets. Some people argued against his ideas at the time. They did not like the government having so much control. However, his work proved to be very important for the future. Today, we know that public health is a vital government job.
