It is sent between two places. One place is an embassy. An embassy is a home for one country in another land. The other place is a foreign ministry. This is a group that helps a country talk to others.

Long ago, people sent these notes using telegraphs. The messages moved along cables under the sea. Today, most cables are digital. This means they move through computers. These notes are very important. They often hold sensitive news. Because of this, countries use strong security. They use secret codes to keep the news safe. This stops other people from reading them.

One famous example is the Zimmermann telegram. It was sent on January 16, 1917. Arthur Zimmermann sent it. He was a leader in the German Empire. He sent the note to a German official in Mexico. This note was a coded message. It is a type of dispatch. A dispatch is a special report sent by a mission. These notes help countries share news in private.
