Democracy is a form of government where political power belongs to the people. The term comes from the Greek words "dēmos," meaning people, and "krátos," meaning rule.

In a democracy, the population holds the authority to govern the state. There are different ways to define this concept. A minimalist definition focuses on competitive elections for rulers. A more expansive or maximalist definition includes guarantees of human rights and civil liberties. These protections ensure that the government respects the fundamental freedoms of its citizens.

There are two primary mechanisms for how people exercise this power. In a direct democracy, the people have the authority to deliberate and decide on legislation themselves. This means citizens vote directly on laws and policies. In a representative democracy, people choose governing officials through elections. These officials then make decisions and pass laws on behalf of the citizens. This is the most common form of democracy in the modern world. It includes systems like parliamentary or presidential democracies.

Democratic systems rely on several key features to function correctly. These often include freedom of speech, freedom of religion, and freedom of assembly. They also involve the right to personal property and the right to vote. Many democracies use a constitution to protect these rights. A constitution is a set of fundamental rules for a country. It can also include a supreme court to limit the power of the majority. This prevents what is known as the "tyranny of the majority." Without these limits, political minorities might be treated unfairly.

The history of democracy began in ancient Greek city-states. The term appeared in the 5th century BC, notably in Classical Athens.

A leader named Cleisthenes established a type of democracy in Athens during the sixth century BC. Because of his work, he is often called the "father of Athenian democracy."

Athenian democracy was a direct system. It used a legislative assembly where all eligible citizens could speak and vote. They also used random selection to fill some government offices. However, this system was very exclusive. It excluded women, slaves, foreigners, and youths. Only about one in four residents qualified as citizens.

Over time, the definition of "the people" has expanded significantly. In ancient times, citizenship was often restricted to an elite class. During the 19th and 20th centuries, suffrage movements worked to extend voting rights to all adult citizens. This changed the way authority is shared. Today, many democracies are republics or constitutional monarchies. A republic is a government without a monarch. In a constitutional monarchy, such as the United Kingdom, a monarch exists but does not hold ruling power.

Democracy is a widespread and valued system, but it is not found everywhere. Some nations use authoritarian systems where power is not held by the general population. According to the Economist Intelligence Unit, less than half of the world's population lived in a democracy in 2022. Specifically, that number was 45.7 percent.

Other data from the V-Dem Institute shows that dictatorships hold about 70 percent of the world's population. This represents roughly 5.4 billion people.

Even in established democracies, people sometimes express dissatisfaction with how the government performs.

Democracy remains a vital subject because of its impact on society. Research suggests that democratic systems more consistently result in better outcomes for health, education, and the economy. The concept also connects to broader ideas like the "social contract." This is the idea that government exists because of the collective will of the voters. While the term is usually used for political states, its principles can apply to private organizations too. This includes clubs, societies, and firms. Whether through direct voting or elected officials, the goal remains the same: rule by the people.
