Liberal democracy, often called Western-style democracy, is a system of government. It combines democratic organization with the principles of liberal political philosophy. In this system, the government operates through several core mechanisms to protect citizens. These include elections among multiple distinct political parties and the separation of powers. This separation ensures that different branches of government can check one another.

Another essential mechanism is the rule of law. This means that laws are written, publicly disclosed, and applied to everyone. Even those who govern must follow the established legal procedures. To define these powers, many liberal democracies use a constitution. A constitution can be codified, meaning it is a single written document, or uncodified. This document helps establish the social contract between the state and its people.

Liberal democracies can take many different structural forms. A country might be a constitutional monarchy with a king or queen. It might also be a republic, where leaders are chosen differently. Systems can be parliamentary, presidential, or semi-presidential. Large nations often use federalism to manage their populations. Federalism is a vertical separation of powers. It divides governing authority between national, provincial, and municipal levels to prevent the abuse of power.

The history of these ideas began during the Age of Enlightenment in Europe. Before this era, most states were monarchies or aristocracies. Many believed that monarchs held power because of their noble blood or divine right. Enlightenment intellectuals challenged these views using reason and principles of equality. They argued that all people are created equal. They also believed that governments exist to serve the people, not the other way around.

Several key thinkers developed these theories in the 17th and 18th centuries. In England, John Locke argued for the consent of the governed. He believed individuals enter a social contract to protect their natural rights. In France, Montesquieu advanced the doctrine of the separation of powers. Jean-Jacques Rousseau wrote about popular sovereignty and the "general will." Voltaire championed the importance of freedom of conscience and expression.

These ideas influenced major historical events like the American and French Revolutions. In the 19th century, the British Dominions became laboratories for these systems. Canada saw the rise of responsible government in the 1840s. In Australia and New Zealand, parliamentary governments were established in the 1850s. These regions also expanded suffrage, including female suffrage in the 1890s. By the end of the 19th century, liberal democracy moved from a fringe idea to the political mainstream.

After World War II, liberal democracy became a dominant global political system. Modern research shows a strong correlation between these systems and social well-being. Liberal democracies often show higher levels of political stability and lower corruption. They also demonstrate better management of resources. Data indicates these nations have better health indicators, such as higher life expectancy and lower infant mortality.

Today, the concept remains central to political science. Some scholars, like Francis Fukuyama, argue that liberal democracy is a fundamentally better system than its alternatives. Other organizations, such as Freedom House, define it as an electoral democracy that protects civil liberties. While the relationship between freedom and equality is still debated, the system remains a primary way for modern societies to organize themselves.
