Decree

society Maturity 11-13 Next article →

A decree is a formal announcement of a law. It is often called a legal proclamation. Usually, a leader or an authority figure issues it. These leaders follow specific rules to make a decree. These rules are often found in a constitution. A constitution is a document that lists the main laws for a government. Decrees help leaders make decisions and set rules for their people.

How a decree works depends on the place. In Belgium, a decree can come from a regional parliament. In the Catholic Church, the term is very old. The pope can issue decrees through documents like a papal bull. These are considered legislative acts. Some groups, like Roman Congregations, used to issue decrees too. However, Pope Benedict XV changed this in 1917. Now, different church provinces can issue decrees during their own meetings.

Many different countries use decrees in their own ways. In France, the President or Prime Minister issues executive orders. These orders must follow the French Constitution. If an order breaks the rules, a person can ask the Council of State to cancel it. In Portugal, there are many kinds of decrees. Some are called decree-laws and come from the government. Others are regional decrees for specific areas. There are even decrees used to appoint or remove members of the government.

Different nations have specific names and rules for these laws. In Kazakhstan, the President issues decrees under Article 45 of the Constitution. These must follow all other laws in the land. In Russia, a presidential decree has the force of law. It cannot change the Russian constitution, though. In Turkey, the system changed after a 2017 vote. Before that, the government used decree laws. Now, they use Presidential Decrees instead. In Iran, the Supreme Leader uses decrees to set general policies.

Decrees are a way for leaders to act quickly. They connect the big ideas of a constitution to everyday life. For example, a leader might use a decree to name a new official. In Syria, the President can use decrees to manage state affairs. This helps the country stay stable and develop. Whether it is a royal decree in Spain or a decree in Saudi Arabia, these tools help run a society. They are part of how people organize their world.
