A declaration of war is a formal act. It tells the world that one country is fighting another.

This act can be a public speech or a signed paper. In many nations, the head of state has this power.

In the past, people used special rules for war. The Roman Republic used a ceremony called the Fetials. Some leaders thought these notes made victory look more glorious. However, many wars happened without any formal note at all. Between 1700 and 1870, many wars were fought without a declaration.

After the Second World War, things began to change. The United Nations was formed to help keep peace. The UN Charter says countries should not use force against others. It also says countries have a right to defend themselves.

Because of these new rules, formal declarations are now very rare. Some leaders now use different terms for military actions instead of a formal declaration of war.
