Daryl Francis Gates was a very important police leader in Los Angeles. He served as the chief of the Los Angeles Police Department from 1978 to 1992.

This was a very long time to lead the department. He was the second longest-serving chief in the history of the LAPD. Gates grew up in California during the Great Depression. His early life was not always easy. He once had a low opinion of police officers. This was because of how they treated his father. He even joined the U.S. Navy during World War II.

During his career, Gates helped create new ways for police to work. He is often credited with helping to start SWAT teams. SWAT stands for Special Weapons and Tactics. These teams were made to handle very dangerous situations. They help with things like hostage rescues or armed suspects. Before SWAT, regular officers had limited training for such high-intensity jobs.

Gates approved the idea from an officer named John Nelson. The first team had sixty officers in fifteen small groups. Today, many police departments all over the world use SWAT tactics.

Gates also worked on programs to help people in the community. He helped found a program called D.A.R.E. This stands for Drug Abuse Resistance Education. It was made to teach children about the dangers of drugs.

Many schools around the globe use D.A.R.E. today. However, some scientific studies have questioned how well it works. Another thing he helped with was Special Order 40 in 1979. This rule said officers could not stop people just to check their immigration status. The goal was to make people feel safe reporting crimes.

There were many difficult times during his leadership. Gates used special units like CRASH to fight gang violence. He also used a group called the PDID to gather intelligence.

However, the PDID was ordered to disband in 1983 after a lawsuit. People sued because the group had been used to monitor certain groups unfairly. Many people also criticized his aggressive police operations. For example, Operation Hammer in South Los Angeles led to over 25,000 arrests. Many people felt these operations were meant to intimidate people rather than just keep them safe.

In 1991, a very serious event happened involving a man named Rodney King. He was arrested and treated very badly by police officers.

A bystander named George Holliday recorded the event on a video camera. This video caused a lot of anger in the city. A report called the Christopher Commission said the police culture used too much force. This led to large riots in Los Angeles. Because of these events and the criticism, Gates said he would resign. He eventually left his position as chief in 1992.
