Parker was known for his ability to turn musical performers into massive commercial successes. He utilized his background in carnival entertainment to attract large crowds to concerts. His management style was unique because he took a very large share of his clients' earnings. This approach changed how the music business operated during the mid-20th century.

Parker's career relied on specific promotional mechanisms and negotiation skills. He first applied his experience with traveling shows to promote popular crooners like Gene Austin. He understood how to sell tickets and build excitement for live performances. When he transitioned into management, he focused on securing recording contracts and media appearances. He also negotiated lucrative merchandising deals for his stars. These steps allowed his clients to reach a global audience through various types of media.

Throughout his career, Parker worked with several different types of musical acts. He began by promoting crooners and country music singers such as Eddy Arnold and Hank Snow. He later managed younger performers like Tommy Sands, whom he treated as a father figure. His most significant work involved the rock and roll style pioneered by Elvis Presley. Parker helped Presley move from a small label, Sun Records, to the much larger RCA Victor. This transition was a critical stage in Presley's rise to global stardom.

Parker's early life was marked by significant changes and secrecy. He was born Andreas Cornelis van Kuijk on June 26, 1909, in Breda, Netherlands. He was the seventh of eleven children in a large family. After his father died when Parker was 16, he sought a new life in the United States. He first attempted to emigrate in 1926 but was sent back to the Netherlands. He successfully returned to the U.S. in May 1929 and adopted the name Tom Parker. He used this false identity to enlist in the United States Army to hide his illegal entry.

His military service included time in the 64th Coast Artillery in Hawaii. However, he was later charged with desertion after going AWOL in Florida. This led to a period of solitary confinement and a stay in a mental hospital. After his discharge, he worked various odd jobs to survive during the Great Depression. He and his wife, Marie Francis Mott, sometimes lived on as little as $1 per week. These difficult years helped him build a network of contacts in the entertainment industry.

In 1948, Parker received an honorary rank of "colonel" from the Louisiana State Guard. This was awarded by Governor Jimmie Davis as thanks for Parker's help with his election campaign. Although the rank was honorary and the militia was not organized, Parker used the title for the rest of his life. This title became a central part of his professional persona. It helped establish his authority as a powerful figure in the music industry.

The scale of Parker's success with Elvis Presley was unprecedented. He secured a recording contract with RCA Victor that led to the 1956 hit "Heartbreak Hotel." Parker received more than 50% of the income from the Presley enterprise. This was a much higher percentage than most music managers typically received. He also influenced many personal decisions for Presley, including his military service in 1958. Parker continued to manage the Presley estate even after the singer's death in 1977.

Parker's later years were characterized by financial and physical decline. Although he had been very wealthy, he struggled with significant gambling losses. He also faced financial difficulties after selling the rights to Presley's early recordings. He spent his final years living in Las Vegas. Parker died on January 21, 1997, after a period of declining health.
