A city-state is an independent, sovereign city. It serves as the primary hub for politics, economics, and culture. This hub controls its surrounding territory. Most modern countries are different from city-states. A regular state usually includes a capital city and many other urban centers. It also includes large areas of countryside. In a city-state, the city itself is the center of power.

This unique structure allows a single urban area to function as a whole nation.

City-states can be categorized by their level of sovereignty. A sovereign city-state has full independence. It possesses its own borders, currency, and military. Singapore is a prime example of this type. It is the largest and most populous sovereign city-state in the world. Some economists call it the only fully functioning city-state.

Other cities have high autonomy but are not fully sovereign. Hong Kong and Macau are often considered city-states in this way. Some overseas territories, like Gibraltar, are also described using this term.

History shows that city-states have emerged in many different regions. In ancient times, Sumerian cities like Uruk and Ur were prominent. Ancient Egypt had city-states such as Thebes and Memphis. The Phoenicians established cities like Tyre and Sidon. In ancient Greece, these units were called poleis. Famous examples include Athens, Sparta, Thebes, and Corinth.

These small political entities often existed in loose geographical unity. However, they frequently struggled to survive. They often lacked the resources to defend against larger empires. For example, the Roman conquest eventually changed the landscape of Greece.

During the Middle Ages and the Renaissance, Italy was famous for its city-states. These units became the standard form of government in Northern and Central Italy. Many were part of the Holy Roman Empire. Some were powerful maritime republics, such as Venice and Genoa. These cities drove economic development through trade and mercantile capitalism. They were often ruled by a single person or a dynasty. The House of Sforza is one such example of a ruling family.

These cities had a massive influence on Europe and the Mediterranean.

In Central Europe, the Holy Roman Empire contained many Free Imperial Cities. These cities enjoyed considerable autonomy. Their legal status was supported by international law after the Peace of Westphalia in 1648. Some cities, like Bremen, Hamburg, and Lübeck, formed economic alliances. They used these connections to gain diplomatic clout. Some cities even formed leagues, such as the Hanseatic League.

Other cities, like the Swiss cantons, began as independent city-states. They eventually evolved into different types of confederacies.

Different systems of city-states existed in Southeast Asia. In mainland Southeast Asia, settlements were called mueang. These were often organized through a tributary relationship. In this system, smaller city-states paid tribute to larger ones. This created a pattern of overlapping sovereignty. This system lasted until the 19th century. European colonization forced many regions to change. For example, Siam established a nation-state system to negotiate with European powers. In the Philippines, early sociopolitical units were called barangays. These were ruled by leaders like Datus, Rajahs, or Sultans.

The name likely came from the balangay, a type of plank boat.

In the 20th century, some cities were placed under international supervision. The Free City of Danzig was a semi-autonomous city-state from 1920 to 1939. It was created by the Treaty of Versailles. Fiume also existed as a fully independent free state between 1920 and 1924. Under the United Nations Partition Plan for Palestine, Jerusalem was proposed as a city-state. It was intended to be a corpus separatum, or "separated body." This plan was meant to place Jerusalem under United Nations control. However, conflict prevented this plan from being fully implemented.
