A unitary state is a type of sovereign state. In this system, the central government acts as the supreme authority. It governs the entire country as a single entity. The central government has the power to create or abolish administrative divisions. These divisions are often called sub-national or sub-state units. These smaller units do not have their own independent power. They only exercise the specific powers that the central government chooses to delegate to them.

One important concept in a unitary system is called devolution. Devolution is when the central government shares some political power with regional or local governments. This is often done through a legal process called a statute. However, this power is not permanent or equal. The central government can change the statute at any time. They can use this power to expand local authority or to override local decisions. This means the central government always remains the highest power in the land.

To understand this system, it helps to compare it to a federation. A federation is also known as a federal state. In a federation, the provincial or regional governments are equal actors to the central government. They share power through a written constitution. This constitution protects the rights of the sub-national units. Because of this, the central government cannot change their powers alone. Both the central and regional governments must consent to make amendments to the constitution.

The modern concept of the unitary state has its roots in France. This change began in the aftermath of the Hundred Years' War. That long conflict helped create strong national feelings among the people. These feelings helped unify the country. This process transformed France from a feudal monarchy into a unitary state. Later, the French spread this model to other places. They did this through conquests during the Napoleonic Wars. They also spread it through their vast French colonial empire.

Today, the unitary system is very common around the world. Out of the 193 member countries in the United Nations, 166 are unitary states. While many countries use this system, significant land and population exist under federations. The United Kingdom is a notable example of a unitary monarchy. It contains regions like Scotland, Wales, and Northern Ireland. These regions have autonomous devolved power. However, the Parliament of the United Kingdom delegated this power. The Parliament can enact laws to alter or abolish that devolution unilaterally.

Spain provides another example of a unitary state with devolved powers. In these systems, the central government manages the delegation of authority. France still uses a specific method to uphold its central policies. They use officials called prefects. A prefect is a representative of the State in each department. Their job is to ensure that central government policies are followed throughout the country. This shows how a central authority maintains its reach over different areas.

History shows that some countries have moved between different systems. For example, Brazil was a unitary state from 1822 to 1889. Germany was also a unitary state during the period from 1934 to 1945. These shifts in government structure change how power is distributed. Understanding unitary states helps us see how different nations organize their laws and leadership. It is a fundamental part of political geography and how humans live together in large groups.
