It serves as the administrative headquarters for both the Bilaspur District and the Bilaspur Division. The city holds a special title called Nyayadhani, which means "Law Capital." This title comes from the presence of the Chhattisgarh High Court at Bodri. Beyond law, Bilaspur is a vital commercial and business hub for northeastern Chhattisgarh. It also functions as a massive center for the Indian Railways. The city is the headquarters for the South East Central Railway Zone (SECR) and the Bilaspur Railway Division.

The city is a critical part of India's energy infrastructure. Bilaspur and its surrounding areas currently generate 10,000 megawatts of electricity. Experts estimate that an additional 50,000 megawatts of power could be generated in the region soon. This massive potential has attracted interest from 22 different companies. In the nearby area of Sipat, the NTPC operates the largest power plant in Chhattisgarh. PowerGrid also operates in Sipat to manage electricity transmission. They use one of the longest High Voltage Direct Current (HVDC) lines to send power to Delhi. Additionally, the headquarters for South Eastern Coalfields Limited (SECL) is located here. This company is a subsidiary of Coal India Limited.

Geography plays a major role in how the city functions. Bilaspur sits at an average elevation of 264 meters. The city is located on the banks of the Arpa River. This is a rain-fed river that begins in the Maikal Range of Central India. The surrounding landscape is diverse and rich in resources. To the north, the region is covered by dense forests. To the east, the area contains the coal mines of the Hasdeo Valley. The district is also a dolomite-rich region. Bilaspur is surrounded by several other districts, including Gaurella-Pendra-Marwahi to the north and Korba to the east.

The history of Bilaspur is long and complex. In ancient times, the area was part of Dakshina Kosala. It was located near several ancient capitals like Malhar, Sirpur, Tuman, and Ratanpur. From the 5th century, the Kalachuri dynasty of Ratanpur controlled the region. Bilaspur itself rose to prominence around 1741 during the rule of the Maratha Empire. A Maratha official moved there to manage the Ratanpur dynasty. Later, the British East India Company took control of the district in 1818. This happened after the Bhosale of the Nagpur kingdom lost territory in the Third Anglo-Maratha War. The Bilaspur district was officially formed in 1861, and the municipality followed in 1867.

Historical records show that the city has faced difficult times. The British administration recorded several famines between 1828 and 1900. In the years 1868–69 and 1899–1900, the rains failed almost completely. This led to severe distress and caused many people to leave their villages. The famine of 1897 was especially hard, with a mortality rate as high as one in six people. However, the city also has a rich religious history. Between 1820 and 1830, Guru Ghasidas started the Satnamis religious movement. This movement preached that God is synonymous with truth and moved against idol-worship. The local university, Guru Ghasidas University, is named in his honor.

There are many different theories about the name "Bilaspur." Some historical records suggest the city was named after a 17th-century fisherwoman named Bilasa. For a long time, the area consisted only of a few fishermen's huts. Another theory suggests the name comes from the "Palash" trees that grow abundantly in the area. In the Sanskrit language, "Bilas" means playful or enjoyment, and "Pur" means city. Therefore, the name can literally mean the "city of enjoyment." The city is also known for its unique local products. It is famous for aromatic "doobraj" rice and colorful kosa silk sarees. The Basic Tasar Silkworm Seed Organisation (BTSSO) helps manage the production of silk seeds in the area.

Today, Bilaspur is a modernizing city with a large population. The Bilaspur District has over 2.6 million people, which is roughly the size of the nation of Kuwait. The city is also part of the Smart Cities Mission. This is a national program to develop 100 Indian cities with better technology and infrastructure.
