Arms control is a way to set rules for weapons.

These rules limit how many weapons countries make or keep. They also limit how weapons are used. Leaders use diplomacy to make these rules. Diplomacy is when leaders talk to reach an agreement.

These rules help in many ways. They can stop expensive arms races. An arms race is when countries keep making more weapons to match each other. They also help protect people and the earth from war damage. Some rules try to stop the spread of nuclear weapons. These are very powerful tools of war.

Making sure everyone follows the rules is hard. This is called verification. Verification is the way to check if a country is being honest. It often involves inspections. An inspection is when people visit to look at things. Some countries are afraid of inspections. They worry others might steal their secrets.

In the past, leaders tried many things. In 1899, leaders met at the Hague Conference. They wanted to make rules for modern weapons. Later, the United Nations was made to keep peace. Many treaties now help keep the world stable.
