Designing the Spectrum required a focus on low costs and high efficiency. Sir Clive Sinclair led a team of 20 engineers in Cambridge. They wanted to create a machine that was small, simple, and inexpensive. To save money, they reused parts from previous models like the ZX80 and ZX81. The hardware design was led by chief engineer Richard Altwasser. He created a semi-custom uncommitted logic array (ULA) integrated circuit. This single chip integrated the essential hardware functions of the computer.

One of the most important technical goals was creating a high-resolution color display. The name "Spectrum" was chosen specifically to highlight this color capability. The machine could display a palette of 15 different colors.

To manage memory, Altwasser devised a system of color attributes. He allocated eight bits of memory to each character position on the screen. Three bits provided one of eight foreground colors. Another three bits provided one of eight background colors. One bit controlled extra brightness, and one bit allowed for flashing. This clever method used slightly less than 7 kilobytes of memory. This left 9 kilobytes available for writing programs.

Software for the machine was managed through a custom interpreter. This was a specific version of the BASIC programming language. Computer scientist Steve Vickers wrote much of the firmware. He compiled control routines to create the Sinclair BASIC interpreter. By making a custom version, the team could fit all the functionality into a small amount of read-only memory (ROM). This efficiency was necessary because the machine had limited memory. The early models typically featured 16 KB of RAM.

To make the cassette interface more reliable, engineers made several improvements. They increased the data transfer speed from 1000 baud to 1500 baud. They also added a leading period of constant tone. This allowed the cassette recorder's automatic gain control to settle and reduced background hiss. A component called a Schmitt trigger was added inside the ULA to reduce signal noise. These changes meant the Spectrum could maintain its display during data transfer. This allowed a "splash screen" to appear on the television while a program was loading.

The Spectrum evolved through seven different models between 1982 and 1987. The first version launched in Britain on 23 April 1982. In 1983, the Timex Sinclair 2068 was released in the United States. Another version, the Timex Computer 2048, appeared in parts of Europe. The final major model was the ZX Spectrum +3, released in 1987. This version featured 128 KB of RAM and a built-in floppy disk drive.

Over the years, more than 24,000 different software products were released for the system. This massive library of software helped the Spectrum compete with machines like the Commodore 64 and the BBC Micro.

Sir Clive Sinclair's journey to the Spectrum was marked by many different inventions. He founded Sinclair Radionics in 1961 and later competed to produce the first pocket calculator. After financial difficulties with his earlier companies, he formed Sinclair Research. He had a history of launching products based on a "hunch" rather than market research. For example, he ordered 100,000 parts for the ZX80 before knowing if it would sell. This bold approach helped make computing an activity for the general public rather than just office workers.
