He rose to power through his work in politics. In 1939, he joined the Mongolian People's Revolutionary Party. He quickly became a leader in the finance department. By 1940, he was already a very high-ranking official. He worked closely with a leader named Khorloogiin Choibalsan.

He served as the leader of the Mongolian People's Republic for over three decades. His rule lasted from 1952 until 1984. During this time, he held several high-ranking positions. He was the General Secretary of the Mongolian People's Revolutionary Party (MPRP). He also served as the Chairman of the Council of Ministers, which is the head of government. Later, he became the Chairman of the Presidium of the People's Great Khural, the head of state. Tsedenbal was the longest-serving leader in modern Mongolia and any Eastern Bloc country.

Tsedenbal's journey began with an intensive education in the Soviet Union. He was born in 1916 in the Bayan Chandamani Uula banner.

In 1929, he was selected as one of 22 Mongolian students to study in Irkutsk. He attended a preparatory school called a rabfak. After this, he studied at the Siberian Financial and Economic Institute. He graduated from this institute in July 1938. His academic success caught the attention of the Soviet Union's Central Committee in Moscow. Upon returning to Mongolia, he worked as an instructor at the Ulaanbaatar Financial College.

His political rise was rapid and tied to the existing leadership. In 1939, he joined the MPRP after being recommended by a Soviet intelligence officer.

He quickly moved from deputy finance minister to the full minister of finance. By March 1940, at only 24 years old, he became a member of the Central Committee and the Presidium. He also became the General Secretary, making him the number-two leader in the country. During World War II, he held the rank of lieutenant general in the Mongolian People's Army. He helped the Soviet Union by financing a tank regiment and a fighter squadron.

After the death of leader Khorloogiin Choibalsan in 1952, Tsedenbal consolidated his power.

He defeated political rivals to become the premier. One of his major actions was introducing the Cyrillic script for the Mongolian language. This replaced the traditional Mongolian script. He also worked to build a strong alliance with the Soviet Union. He even proposed that Mongolia join the Soviet Union to achieve socialism. However, the Soviet leadership rejected this request in 1953.

Tsedenbal's domestic policies focused on making Mongolia an industrial-agricultural country. He pushed for rapid industrialization, specifically the processing of raw materials for the Soviet market. He also promoted the Russian language as a key part of education.

However, he was very strict about political control. He resisted "de-Stalinization," which was a movement in the Soviet Union to move away from Joseph Stalin's methods. He blocked commissions that tried to re-examine past political purges. He also removed several rivals from the party by accusing them of nationalism. This included officials who tried to celebrate the 800th anniversary of Genghis Khan.

As his rule continued, Tsedenbal developed a massive cult of personality.

He received many prestigious awards and high military ranks. He was awarded the Order of Sükhbaatar six times.

In 1979, he created the rank of marshal of the Mongolian People's Republic for himself. Large ceremonies and exhibitions were held to celebrate his birthdays. These events showcased his status as a hero of the state. Despite this image of strength, his leadership eventually faced challenges from changing political tides.

His long era of leadership ended in 1984 when he was expelled with Soviet support.
