He grew up in Hirakata, Osaka, and had a deep interest in how games work. Naka learned to program by copying and fixing code printed in magazines. He even practiced writing code during his school classes. This early passion led him to join the company Sega in 1984. His first major project was a game called Girl's Garden in 1985. This game helped him gain notice among other creators and players.

Naka is most famous for creating the Sonic the Hedgehog series. He wanted to make a game that could beat Super Mario. He used an idea from his high school notebook about a character that rolls into a ball. Along with Naoto Ohshima and Hirokazu Yasuhara, he made Sonic a huge success. The first Sonic game came out in 1991 on the Mega Drive. This game helped Sega gain 65% of the market share against Nintendo. Naka worked on many sequels, including Sonic the Hedgehog 2 in 1992. He even moved to California to work with the Sega Technical Institute.

As his career grew, Naka led a group called Sonic Team. He worked on many different types of games for various consoles. He helped develop Nights into Dreams for the Saturn console in 1996. He also worked on games like Burning Rangers and Sonic Adventure. Naka was also involved in planning the Dreamcast console. He even suggested a way to use a microphone to change TV channels. This idea was later used in the Dreamcast game Seaman. Naka always looked for ways to push what hardware could do.

One of Naka's big goals was making online games for consoles. In the late 1990s, this was a very hard job to do. Many people thought online games had boring visuals at that time. Naka split his team into three groups to solve these problems. They worked on many projects to reach their goal. This hard work led to the release of Phantasy Star Online in 2001. This was a major milestone for playing games together over the internet. It showed that console gaming could be a social experience.

Naka left Sega in 2006 to start his own company called Prope. Later, he joined Square Enix to direct a game called Balan Wonderworld. This project reunited him with his old partner, Naoto Ohshima. However, Naka left Square Enix in April 2021 after being removed from the project. In 2023, he was found guilty of insider trading at Square Enix. Insider trading is a legal issue involving the use of private company information. His long career has shaped how many people play video games today.
