He was born in New York City in 1896. He loved to play with rhymes and words. This love grew from reading poetry as a boy.

Harburg wrote many songs for movies and stage shows. He wrote the words for The Wizard of Oz. This movie includes the song "Over the Rainbow." He won an Academy Award for that song. He also wrote "It's Only a Paper Moon."

His songs often had a special purpose. He used his words to speak about fairness. He wanted equality for all people. He wrote songs that helped people think about social issues. One show, Finian's Rainbow, helped show people that racism was wrong.

Life was not always easy for him. He lost much money during a big crash in 1929. Later, he was blocked from working in Hollywood for twelve years. He stayed true to his beliefs during this time. Harburg died in 1981. His songs are still loved today. One of his songs was even called the top song of the century.
