When he was young, he survived a sickness called smallpox. This sickness caused him to lose his hair, so he wore wigs for most of his life. He spent time studying at the University of Oxford in England. While there, he learned how to debate ideas and test new theories. He even faced trouble at school for standing up for a teacher he believed in.

His journey to becoming a leader took him across Europe. After being expelled from Oxford, his parents sent him to Paris to learn better manners.

In France, he saw the grand lives of rich people, but he did not like their extreme wealth. He also spent time in Saumur, where he met a thinker who taught him about free will. This helped Penn find his own religious path. When he returned to England, he was a much more mature and sophisticated young man. He even worked at sea with his father for a short time.

In 1681, King Charles II gave Penn a large area of land. This land became the province of Pennsylvania and Delaware.
