The culture of the region is a complex melting pot. Valparaíso grew as a rest stop for many ships. This included fishing ships and international naval vessels. Because of this, many ethnic groups live there. Early settlers came from Spanish regions like Andalusia, Asturia, and León. A large Basque contingent also arrived. Many people also came from other Latin American countries.

Over time, people arrived from many other places. These include Britain, Ireland, Germany, Greece, and Italy. There are also communities of Chilean Jews and Christians from the Ottoman Empire. The population is mostly castizos. This means they have European paternal origins and local indigenous maternal origins. These indigenous roots include Mapuche, Inca, and Aymara descent.

Economics in the region are very active. The land supports agriculture and wine production. It also supports industrial activities like cement and copper mining. Concón is home to Chile's largest oil refinery. There are also two important copper ore refineries. One is the state-owned Ventanas plant on the coast. The other is a private works located in Chagres.

Agriculture is a booming industry in the interior valleys. Farmers export many products like flowers and avocados. They also grow a fruit called chirimoya. A very important development is the use of drip irrigation. This is a high-tech way to water plants. It allows farmers to use dry, unproductive hillsides. This technology helps them achieve high yields from the land.
