The first modern system started in the United Kingdom. It began with the National Insurance Act in 1911. This law helped workers pay for illness and job loss. By 1913, over two million people had this insurance. Later, in 1920, a new law gave even more workers help. This system was often called "the dole."

Other places started these plans too. Germany began its system in 1927. In the United States, the system started in Wisconsin in 1932. Later, the federal government helped all states use these plans.

Rules for these payments change by country. Most people get a part of their old pay. For example, some countries give 50 to 65 percent. Some give even more. Most people must look for new jobs to keep getting help. This helps them get back to work. In Australia, the government uses taxes to pay for these benefits.
