In 1915, Germany tried this campaign but stopped after protests from the United States. However, in February 1917, Germany resumed the campaign to break a military deadlock. This decision was a major factor in the United States declaring war on Germany in April 1917. To defend against these attacks, the UK introduced the convoy system. Convoys are groups of merchant ships that travel together protected by warships. This tactic helped reduce shipping losses significantly.
The impact of U-boats during the First World War was immense. By the end of the conflict, 373 German U-boats had been built. Of these, 178 were lost to enemy action. The combat resulted in the loss of 512 officers and 4,894 enlisted men. The U-boats also sank 5,708 merchant and fishing vessels. This caused the loss of approximately 15,000 sailors. Some commanders were highly successful. For example, Lothar von Arnauld de la Perière is credited with sinking 195 ships. 
In World War II, the U-boat arm was led by Karl Dönitz. He believed that focusing on convoy battles in the Atlantic could defeat the UK. While these tactics initially worked, the Allies developed new anti-submarine technologies. They used high-frequency direction finding to locate submarines. They also used the Hedgehog, which was an anti-submarine system.
U-boats also played a role in mine warfare. Some classes, like the Type UC II, were designed to carry both torpedoes and mines.
