Transportation planning

technology Maturity 11-13 Next article →

Transportation planning is the work of preparing for future needs. It helps people and goods move to their destinations. Planners decide where to put streets, highways, and bike lanes. They also design paths for public transport like buses or trains.

This job is very important for a growing world. It is a collaborative process. This means many people work together. Government agencies, private businesses, and the public all share their ideas. Planners look at many different choices to find the best outcomes.

Many planners use a logical way of working called the rational model. This process follows specific steps to solve problems. First, they define their goals and objectives. Next, they identify the problems that need fixing. They then create different choices, or alternatives, to solve those problems. After that, they evaluate those choices to see which works best. Finally, they develop a real plan to follow.

This step-by-step way helps make sure the results are useful.

In the United Kingdom, planning used to be part of civil engineering. During the 1950s and 1960s, people thought cars were the most important thing. Planners tried to match new roads to economic growth. They often used a method called "predict and provide." This meant they predicted how many cars would drive and then built more roads.

Later, new ideas changed this. Documents like the 1994 Planning Policy Guidance 13 showed that growing road traffic was not always good. Planners began to worry about the environment and helping people like the elderly or disabled.

In the United States, planning is also changing. Planners now use something called Context Sensitive Solutions, or CSS. This idea started at a 1998 conference called "Thinking Beyond the Pavement." CSS helps balance moving people with protecting old buildings and nature.

Another movement is called "complete streets." These streets are designed for everyone, including walkers and bikers. In 2003, the Federal Highway Administration set a goal to use CSS in all state departments by September 2007. This helps make sure travel is safe and fair for all communities.

Technical tools help planners do their hard jobs. In the U.S., they often use the Urban Transportation Modeling System. This is sometimes called the "four-step process." Planners collect huge amounts of data about the transport system and the land nearby. They also look at how people behave. For example, they might use psychology to help drivers choose trains instead of cars.
