Total war is a specific type of warfare that uses every resource a nation possesses. It aims to sustain a massive war effort through total production. This process blurs the line between military activities and civilian life. In these conflicts, the distinction between combatants and non-combatants often diminishes. This happens because opposing sides may view nearly every person as a resource for the war. Consequently, attacks on civilian targets may be seen as legitimate under such unrestricted conditions.

Scholars have studied the complex mechanisms of total war for a long time. Researcher Stig Förster identified four specific dimensions of this concept. The first is total purposes, which involves the continuous growth of power. The second is total methods, where countries use similar ways to increase their influence. The third is total mobilization, which includes people not traditionally in the military, such as women and children. The fourth is total control, where a small circle of leaders orchestrates everything. This control extends over education, media, the economy, and political activities.

Building on this, Tiziano Peccia added a fifth dimension called "total change." He argues that total war acts like an earthquake with the world as its epicenter. This means the conflict produces massive shifts in politics, culture, and social norms. These changes can last long after the fighting has ended. Total war can drive significant technological and economic developments as well. It transforms the entire landscape of a society, not just the battlefield. This long-term impact makes total war a unique historical phenomenon.

History shows that these concepts appeared long before the twentieth century. During the French Revolutionary Wars, France used mass conscription to build its strength. This process is also known as levée en masse. By August 1793, French front-line forces grew to about 800,000 soldiers. In total, 1.5 million people were involved in various services. This was the first time an army larger than one million was mobilized in Western history.

Other historical examples demonstrate the destructive nature of these strategies. In 1779, the Sullivan Expedition in North America sought the total destruction of settlements. This involved burning crops and buildings in upstate New York. During the American Civil War, General William Tecumseh Sherman used "hard war." He aimed to make both the army and the people feel the war's impact. In the Franco-Prussian War, German forces bombarded civilian areas in cities like Paris. In Paris, up to 400 shells were fired at civilian areas every day.

The twentieth century brought even more intense forms of total war. During World War I, strategic bombing of civilians was adopted for the first time. Peter Strasser, a leader of German Imperial Navy Zeppelins, was a major advocate. He believed damaging domestic infrastructure was essential to the war effort. Governments also used propaganda to control public opinion. In Britain, posters and songs influenced what people ate and what jobs they took. This helped ensure the entire nation remained focused on the war.

World War II saw the height of industrial warfare and massive mobilization. Nations used forced labor from prisoners of war to support military operations. The Siege of Leningrad stands as a notable example of extreme hardship for a population.

In the nuclear age, General Curtis LeMay proposed a new concept. He suggested that total war would involve delivering an entire nuclear arsenal at once. He described this as a way of "killing a nation." These developments show how the scale of total war continues to evolve.
