During this time, Japan was going through many big changes. Some groups in Japan wanted to change their government. Glover sold rifles and warships to these groups. This was a very risky thing to do. He could have been fined or even sent to prison. He even helped people travel to London on big ships.

Glover brought many new things to Japan to help it grow. In 1865, he showed people a small steam locomotive. This was a little train with cars that ran on tracks. It caused a huge sensation in the Ōura district. He also helped build Japan's first coal mine. This mine was located on Hashima Island at Takashima. He even brought the first dry dock to the country. These new tools helped Japan become a modern, industrial nation. He helped start a company that later became Mitsubishi.
