A theocracy is a special way to run a government. In this system, one or more gods are seen as the highest rulers.

People in these lands believe that gods give guidance to human leaders. These leaders then handle the daily work of the state. They may make new laws or act as judges in court. Some experts say a theocracy is a type of rule by a small group or one person. It is different from a democracy where many people vote on rules.

The word itself tells a story about its meaning. It comes from two Greek words: "theos," which means god, and "krateo," which means to rule. Together, they mean "rule of God." A writer named Flavius Josephus first used this term in the first century AD. He used it to describe how the Jewish people were governed. Josephus thought this way of ruling was unique compared to other systems. He believed that in a theocracy, a god is the true sovereign.

There are different ways religious power works in a state. In an hierocracy, the leaders are part of a religious hierarchy. In an ecclesiocracy, religious leaders run the state but do not claim to have direct messages from a god. Some places have a "church-state" where religion and politics are tied together. For example, the Vatican City is an independent state.

The Pope is the head of the Vatican. He is chosen for life by a group called the College of Cardinals. The Vatican uses a legal system based on canon law.

Other places follow different religious paths. Mount Athos is a peninsula in Greece with 20 monasteries. It has been a Christian area for almost 1,800 years. It is ruled by a community of monks and a Civil Administrator. Some countries are also called Islamic republics. This includes Iran, Pakistan, and Mauritania. In these nations, the laws are based on Islamic rules. Pakistan first used this title in its 1956 constitution. Mauritania adopted the name in 1958.

History also shows times of very strict religious rule. The Taliban ruled Afghanistan from 1996 to 2001. They also returned to power in 2021. They used a strict version of Sharia law to guide the country. They made many rules about how men and women should act. For example, they forbade music, television, and most types of art. They also banned women from working and girls from going to school. These rules changed how everyone lived their daily lives.
