A theocracy is a specific form of government where deities are recognized as the supreme ruling authorities. In this system, divine guidance is provided to human intermediaries. These intermediaries hold executive, legislative, or judicial power to manage daily state affairs. The term can describe an autocracy, where one person rules, or an oligarchy, where a small group holds power. It is fundamentally different from a democracy because the ultimate authority is religious rather than the will of the people.

The word itself comes from the Koine Greek terms "theos," meaning god, and "krateo," meaning to rule. This literally translates to "rule of God." The historian Flavius Josephus first coined this term in the first century AD. He used it to describe the unique government of the Jews. Josephus argued that most governments were monarchies, oligarchies, or democracies. However, he viewed the Jewish polity as a theocracy because a god was the sovereign and the god's word was the law.

Scholars distinguish between several different types of religious rule. An hierocracy is a type of theocracy where the governing body consists of a hierarchical structure of clergy. An ecclesiocracy occurs when religious leaders hold political power but do not claim to receive direct divine revelation. A church-state describes a situation where religious and political powers are intertwined, often giving the church significant influence. Some states may also be secular but delegate certain civil laws, such as marriage, to religious communities. For example, in Israel, marriage is governed by recognized religious bodies, even though it is not a pure theocracy.

One notable modern example is Vatican City, an independent state created in 1929 through the Lateran Treaty. The Pope serves as the head of state and holds full legislative, executive, and judicial powers. He is elected for life by the College of Cardinals, which is an assembly of high-ranking clergy. Since 1970, voting in this election has been limited to cardinals under the age of 80. The legal system of the Vatican is rooted in canon law, though it also incorporates some secular laws from Italy.

Another unique area is Mount Athos, a peninsula in Greece. It is an autonomous Eastern Orthodox area containing 20 monasteries. This region has maintained a continuous Christian presence for nearly 1,800 years. Its self-rule was established by Byzantine Emperor John Tzimisces in 972 and reaffirmed in 1095. Today, it is governed jointly by a monastic community led by a Protos and a Civil Administrator. Access is strictly controlled; only men are permitted to visit, and they must obtain special permits.

Some nations are organized as Islamic republics, such as Iran, Pakistan, and Mauritania. These states are officially ruled by Islamic laws. Pakistan adopted this title in 1956, and Mauritania adopted it in 1958. Following the 1979 revolution, Iran also became an Islamic republic. For many leaders, this system represents a compromise between a purely Islamic caliphate and secular republicanism. In these states, the penal code is required to be compatible with Sharia law.

History also records periods of very strict rule under the Taliban in Afghanistan. The Taliban first ruled from 1996 to 2001 and returned to power in 2021. They sought to impose a strict interpretation of Sharia law and the edicts of Mullah Mohammed Omar. This included banning music, television, and most forms of art like photography. They also implemented strict social restrictions, such as banning women from working and girls from attending school.

Under the Taliban, the administration functioned differently than a typical modern state. Cabinet ministers were often mullahs with a "madrasah education" or military commanders. The group did not hold elections, instead modeling decision-making on the Pashtun tribal council, known as a jirga. While they initially claimed they would step aside once order was restored, power eventually centralized under Mullah Omar. This demonstrates how religious governance can shift from a consensus-based model to a highly centralized and dictatorial one.
