The Swachh Bharat Mission, often called the Clean India Mission, is a massive national campaign. Its primary goal is to eliminate open defecation across India. Open defecation occurs when people use the outdoors instead of toilets. The mission also focuses on scientific solid waste management. This includes the segregation, collection, processing, and disposal of municipal waste.

By improving sanitation, the mission aims to protect public health and the environment.

The mission operates through a structured, multi-step process. First, the government focuses on the construction of individual household latrines. During Phase 1, approximately 90 million toilets were built. Second, the mission emphasizes behavior change. This means teaching people new sanitation practices and habits. Third, the program manages waste through segregation and processing.

This systematic approach helps ensure that cleanliness is maintained long-term.

There are two distinct parts to the mission. The first is SBM-Gramin, which focuses on rural areas. This division is monitored by the Department of Drinking Water and Sanitation. It uses a five-tier mechanism: central, state, district, block panchayat, and gram panchayat. The second part is SBM-Urban. This division is overseen by the Ministry of Housing and Urban Affairs.

Each part targets the specific needs of its environment.

India has a long history of attempting sanitation programs. A formal program began in 1954. Later, the Central Rural Sanitation Programme launched in 1986. In 1999, the Total Sanitation Campaign (TSC) was introduced. This was followed by the Nirmal Bharat Abhiyan in 2012. The Swachh Bharat Mission was a restructured version of these earlier efforts.

It was officially launched on October 2, 2014, at Rajghat in New Delhi. Prime Minister Narendra Modi led the launch to honor Mahatma Gandhi.

The scale of the mission is truly enormous. It is India's largest cleanliness mission to date. More than three million government employees participate in the effort. Additionally, 12 crore students and 6.25 lakh volunteers are involved. The campaign reaches 4,043 cities, towns, and rural communities.

This massive participation helps drive the mission's goals across the entire nation.

Significant progress is visible in the data. In the year 2000, about 73% of the population practiced open defecation. By 2022, this number had dropped to approximately 11%. According to 2025 updates, the national rate fell to 7% in 2024. In urban areas, the rate reached 0% in 2024.

These numbers show how much the landscape of sanitation has changed.

The mission connects to global efforts for a better world. It works toward target 6.2 of the United Nations Sustainable Development Goals (SDGs). This target focuses on sanitation and hygiene for all. India achieved this specific health target in record time. It reached the goal eleven years before the UN's 2030 deadline. This success shows how national action can meet international standards for human dignity.
