The Sunshine Policy was a special way for South Korea to act toward North Korea. It lasted from 1998 to 2008 and again from 2017 to 2020. During this time, the two Koreas were very different. The South was becoming wealthy and strong. However, the North was facing a hard time with a failing economy and a famine in the 1990s.

The goal was to bridge this gap. Leaders wanted to help the North and start talking again. They hoped kindness would work better than fighting.

The name comes from a famous story by Aesop about the sun and the wind. In the tale, the wind tries to blow a traveler's cloak off. The traveler only holds the cloak tighter against the cold. Then the sun shines warmly on the traveler. The heat makes the traveler take the cloak off himself.

This taught leaders that warmth is better than force. South Korea wanted to be warm to make the North feel safe. They believed cooperation would work better than demands or aggression.

President Kim Dae-jung started this policy in 1998. He had three main rules for how to act. First, the South would not accept military attacks from the North. Second, the South would not try to take over the North. Third, the South would work hard for peace and partnership.

He even stopped using the word "reunification" for a while. He used "inter-Korean relations" instead. He did not want the North to feel like the South was trying to destroy them.

This policy led to many big moments. In June 2000, Kim Dae-jung and Kim Jong Il met for a summit. This was the first time the leaders met since the Civil War. They signed the June 15th Joint Declaration to work together.

Later, President Roh Moo-hyun continued this work. In 2007, he traveled to Pyongyang by car. He even walked across the border line at Panmunjom. This was a huge symbol of hope for the future.

In 2017, President Moon Jae-in began a revival of these ideas. People even called his version the "Moonshine Policy." He held three summits in just one year. Two of these meetings happened in Panmunjom in 2018. This was the first time summits were held outside of Pyongyang. These efforts showed how much leaders still wanted to find a way to live in peace. It connects to how countries try to solve problems through talking instead of fighting.
