It sits in a place where different types of land meet. The northern part is part of the Polesie Lowland. To the east, the land changes into the Central Russian Upland. The region is about 23,800 square kilometers in size. This means it covers 3.95% of the whole country.

It shares borders with several other places. To the west is Chernihiv Oblast and to the south is Poltava Oblast. To the southeast lies Kharkiv Oblast. It also borders the Russian Federation to the north, northeast, and east.

The land here is not very high or very low. The elevation stays between 110 and 240 meters above sea level. Seven main rivers flow through this province. The Desna River is the largest of them all. All seven rivers are part of the Dnieper River basin. These rivers act as transit paths for water. They flow from the Russian Federation and move west toward the Dnieper. The area has 168 different natural reserve territories. These spots feature pretty river banks and sources of mineral water.

This region has a long and busy history. It was created in its modern form in 1939. This happened when parts of three other provinces were joined together. The area includes lands from the old Severia and Sloboda Ukraine. Some cities like Hlukhiv were important centers for the Cossack Hetmanate. During World War II, German forces occupied the land from 1941 to 1943. More recently, the region saw heavy fighting during the 2022 Russian invasion. Some towns were taken and then later liberated by Ukrainian troops. In 2024 and 2025, some border areas saw more changes in control.

Many different cities and industries make the region active. The city of Sumy is the main administrative center. Other important cities include Konotop, Okhtyrka, Romny, and Shostka.

The region also uses its land for agriculture. In 1999, farmers grew about 446,000 tons of grain here. They also grew 664,000 tons of sugar beets.

People in Sumy Oblast have their own unique culture and language. Most people identify as ethnic Ukrainians. According to a 2001 census, 88.8% of the people were Ukrainian.

Ukrainian is the official language of the whole region. In the past, many people spoke Russian due to Soviet rules. However, things have changed a lot since Ukraine became independent in 1991. Now, more people use Ukrainian in their daily lives. In fact, all 91,513 secondary school students studied in Ukrainian classes during the 2023-2024 school year. This shows how the local culture continues to grow and change.

These districts are further split into 51 territorial hromadas, or communities. The region also combines territories from two historical areas. The northern part was part of Severia. The southern part was part of Sloboda Ukraine. This history is visible in its cities. For example, Hlukhiv served as a hetman residence during the Cossack Hetmanate. Cities like Okhtyrka and Sumy were regional centers for Sloboda Ukraine.

The history of the modern oblast began in 1939. The Presidium of the Supreme Soviet of the Soviet Union created it. They formed the oblast by merging raions from three other places. These were Kharkiv Oblast, Chernihiv Oblast, and Poltava Oblast. The new region included 12 raions from Kharkiv, 17 from Chernihiv, and 2 from Poltava. During World War II, Nazi Germany occupied the area from 1941 to 1943. The Soviet Union regained control after the German forces were driven out. More recently, the region faced conflict during the 2022 Russian invasion. Some parts were occupied, but Ukrainian troops worked to liberate them. In 2025 and 2026, combat continued near some border settlements.

The economy of the oblast is quite diverse. It features a heavy mix of agriculture and industry. There are over 600 industrial locations in the region. These include 273 large enterprises and 327 small ones. Industry includes chemical production and mechanical engineering. It also includes making machines for farms and radio electronics. A notable example was the Svema factory in Shostka. This company manufactured Soviet film stock. Agriculture is also a major part of life. In 1999, the region produced about 446,000 tons of grain. It also produced 664,000 tons of sugar beets.

Demographics show a population that is mostly ethnic Ukrainian. According to the 2001 census, 88.8% of the people were Ukrainian. Ethnic Russians made up 9.4% of the population.
