It sits at the edge of the country. It shares borders with Romania and Moldova. This region is quite small compared to others. In fact, it is the smallest province in Ukraine. It makes up only 1.3% of the total land. It is only slightly larger than the city of Kyiv. The main city and center is Chernivtsi.

Between the Dniester and Prut rivers, the land becomes a flat plain. This plain is partly covered by forests. There are 75 rivers in the province that are longer than 10 kilometers. The Dniester is the largest river at 290 kilometers long. The Prut and Siret are also very important rivers.

This area has a very long and busy history. People lived here a long time ago. Some sites date back to 43,000 or 45,000 BC. Archaeologists found a home made of mammoth bones there. Later, many different groups ruled this land. It was once part of the Ottoman Empire. It was also part of the Habsburg monarchy. The region also belonged to the Principality of Moldavia. Many different cultures lived and worked here over the years.

The modern province was created on August 7, 1940. It was formed during a time of big changes in Europe. Before this, the land was part of Romania. Many different groups of people lived in the region. These included Romanians, Ukrainians, Jews, Germans, and Poles. During the war years, many people faced very hard times. Many families were forced to move far away to Siberia. Some people were also moved to places like Kazakhstan. These events changed who lived in the area forever.

Today, the people of Chernivtsi Oblast are mostly Ukrainian.

The geography of the region is very diverse. It contains three distinct geographic zones. The first is the mountain region. This is the Bukovinian part of the Carpathian Mountains. The second zone is the foothill region. This area sits between the mountains and the Prut river. The third zone is a forest steppe region. This flat, partly forested plain sits between the Dniester and Prut rivers. The region has many rivers. There are 75 rivers longer than 10 kilometers. The Dniester is the largest at 290 kilometers long. The Prut is 128 kilometers long. The Siret is 113 kilometers long.

Human history in this area reaches back tens of thousands of years. Archaeological sites date back to 43,000–45,000 BC. One find was a dwelling made from mammoth bones. Later, the Cucuteni-Trypillian culture flourished here. In the Middle Ages, East Slavic tribes called the White Croats and Tivertsi lived in the region. Over many centuries, different powers controlled the land. It was part of the Kievan Rus' and the Principality of Halych. It also belonged to the Principality of Moldavia. At times, the Ottoman Empire held influence over the area.

The borders of the region changed many times during the 18th and 19th centuries. In 1775, the Habsburg monarchy annexed two counties of Moldavia. These became known as Bukovina. In 1812, the Russian Empire annexed half of Moldavia, called Bessarabia. The Hertsa region stayed in Moldavia until 1859. Eventually, it became part of the Kingdom of Romania in 1881. After World War I, both Bukovina and Bessarabia joined Romania. These shifts meant the region was always a meeting point for different empires and cultures.

The modern Chernivtsi Oblast was officially created on August 7, 1940. This happened following the Soviet occupation of Bessarabia and Northern Bukovina. The oblast was organized from parts of the Kingdom of Romania. It combined the northern half of Bukovina with the northern half of the Hotin County. It also included the Hertsa region. This region was part of the Dorohoi county. These territorial changes were part of a larger reorganization of Eastern Europe. The province was eventually included in the Ukrainian Soviet Socialist Republic.

During the mid-20th century, the population faced extreme hardship. Between 1940 and 1941, many people were deported to Siberia and Kazakhstan. In the Chernivtsi oblast, 8,374 people were deported or were eligible for deportation. In the Hertsa region, 1,373 people were deported on June 13, 1941. Among them, 86.99% were ethnic Romanians. The Jewish community also suffered greatly. During the war, many Jews were deported to Transnistria. About 60% of the Jewish deportees from Chernivtsi died there. However, the mayor of Chernivtsi, Traian Popovici, saved about 20,000 Jews.

These historical events deeply changed the makeup of the population. Before these conflicts, many different ethnic groups lived together. This included Romanians, Ukrainians, Jews, Germans, and Poles. Today, the number of Jews, Germans, and Poles is very small. The number of Romanians has also decreased significantly. The majority of the population is now Ukrainian. You can see these shifts by looking at modern census data. The region remains a complex place where many different histories overlap.
