She was born in the West Indies. Her mother worked hard to send her to school. Later, Stephanie moved to New York in 1912. She used her trip to learn English.

In Harlem, she ran a big business called a numbers game. This was a type of lottery. Many Black people used it because banks would not help them. Stephanie was a rare woman in this field. People called her Queenie or Madame St. Clair. She gave jobs to her neighbors. She also gave money to help her community.

Stephanie was very brave. She spoke up against unfair police. She even used newspapers to tell people about their rights. She fought against the Mafia, too. A man named Dutch Schultz tried to take her business. She refused to pay him. She even helped the police catch his workers.

Later in life, she worked for political change. She lived a quiet life after her business years. She died in 1969 while still being wealthy.
