States of Germany

society Maturity 11-13 Next article →

The Federal Republic of Germany is a federation composed of sixteen constituent states. These states are officially known as Länder, a term meaning "lands." This federal structure allows for a shared national identity while granting significant regional authority. The German system is unique because the states themselves helped form the modern republic. This contrasts with countries like Austria, where the national federation was established before the states were defined. Today, these sixteen states work together to manage the nation's complex administrative and political needs.

Administratively, the states are categorized into three distinct types. Thirteen states are classified as area-states, or Flächenländer. In these states, there is a clear division between the state government and local authorities. These local authorities include counties and county-level cities that manage their own administration. Two states, Berlin and Hamburg, are city-states, or Stadtstaaten. In a city-state, there is no separation between the state government and the local municipal administration. The state of Bremen is a unique hybrid of both systems. It consists of the city of Bremen, which acts as a city-state, and the city of Bremerhaven, which maintains its own separate local administration.

Political identity within the states also varies through specific titles. Three states—Bavaria, Saxony, and Thuringia—use the appellation "free state." This is a translation of the older German term for a republic. It is important to note that this title is purely stylistic. It carries no special legal or political significance within the federation. Much like certain US states call themselves commonwealths, these states use the term to reflect historical identity. Despite these stylistic differences, all sixteen states operate under the same federal framework.

The history of German federalism is a long process of consolidation. Before the 19th century, the Holy Roman Empire contained over 300 individual political entities. The Napoleonic Wars reduced this number significantly before the Empire was abolished in 1806. In 1815, the Congress of Vienna created the German Confederation, which consisted of 39 states. Following the Austro-Prussian War of 1866, the North German Confederation formed under Prussian leadership. This eventually led to the creation of the German Empire in 1871. At that time, the empire included 25 states and the territory of Alsace-Lorraine.

During the German Empire, the Kingdom of Prussia was the dominant force. Prussia accounted for 65% of the empire's territory and 62% of its population. After World War I, the Weimar Republic was established with 17 states. This era saw several mergers, such as the formation of Thuringia in 1920. However, the Nazi regime later abolished most state powers, replacing them with a system called Gau. After World War II, the modern structure began to emerge in 1949. The Federal Republic was created by unifying the American, British, and French occupation zones.

Major territorial changes continued through the mid-20th century. In 1952, a referendum led to the merger of Baden, Württemberg-Baden, and Württemberg-Hohenzollern into the single state of Baden-Württemberg. In 1957, the Saar Protectorate joined the federation as the state of Saarland. The most significant modern shift occurred in 1990 during German reunification. This process brought the territory of the former German Democratic Republic into the Federal Republic. Five new states joined through this accession: Brandenburg, Mecklenburg-Western Pomerania, Saxony, Saxony-Anhalt, and Thuringia. This also reunited West and East Berlin into a single city-state.

Even today, the boundaries of the Länder remain a topic of debate. Some experts, such as Arthur B. Gunlicks, suggest that the current system of dual federalism is complex. He notes that having too many states can make coordination between the states and the federation more difficult. Some argue for territorial reform to improve administrative and fiscal capacity. However, such proposals are often controversial in German politics. While boundary changes are discussed, the sixteen states continue to serve as the fundamental building blocks of the German nation.
