Statelessness

society Maturity 11-13 Next article →

Most people belong to a country through nationality. A stateless person is someone that no country considers a national. This can happen even if the person has never crossed a border. At the end of 2022, the United Nations estimated 4.4 million people were stateless. This number was about 90,800 more than in 2021. However, many people might be missing from these counts. The World Bank says at least 850 million people might lack legal identity.

There are many ways a person can become stateless. One way is through conflicting laws at birth. Some countries use the "right of soil" to give citizenship to anyone born there. Other countries use the "right of blood" to give it to children of citizens. If a child does not fit either rule, they may be born stateless. For example, a child in India needs at least one Indian parent to be a citizen. Another cause is when laws are not equal for men and women. In 24 countries, women cannot pass their nationality to their children. This can leave a child without a country if the father is also unable to help.

History shows that many things can change a person's status. Sometimes, a whole country stops existing through a process called state succession. This happened when the Soviet Union fell apart in 1991. It also happened in places like Yugoslavia and Ethiopia. Other times, people become stateless because of political or religious conflicts. Between 1947 and 1950, many Palestinians fled Israel. In 1950, Israel created a Law of Return for Jewish immigrants. However, this same right was not given to the Palestinians who fled.

Sometimes, statelessness comes from simple mistakes or hard jobs. It can be very difficult to finish paperwork to prove who you are. Some people face high fees or must find documents that do not exist. Many children are not registered at birth, which makes proving their identity hard. UNICEF estimated that 230 million children under age five were not registered in 2013. Without a birth certificate, it is much harder to show a link to a state. Even famous people have dealt with this in their own way. Albert Einstein renounced his citizenship when he was sixteen years old.

Today, the world works to make things better for these people. The United Nations has created rules to help reduce statelessness. In 1954, they made a convention to protect stateless people. They also made another convention in 1961 to reduce the problem. Some countries are even changing their laws to be more fair. Algeria changed its laws in 2005 to help mothers pass on nationality. There are also groups called stateless nations, like the Kurds. They are a large group of people without their own sovereign state.
