A scientist named Sergei Korolev proposed a plan for a satellite in 1954. He worked with others like Mikhail Tikhonravov to make it happen. At first, they wanted to build a bigger satellite called Object D. That design was very complex and heavy. To get to space faster, they decided to build a simpler version. It would have carried 350 kilograms of scientific instruments. However, the design proved too difficult to complete by the deadline. This stands for "prosteishiy sputnik," or elementary satellite.

Building the satellite required massive coordination between many Soviet institutions. The USSR Academy of Sciences provided scientific leadership. The Ministry of the Defense Industry, through OKB-1, built the satellite. The Ministry of the Radio technical Industry developed the control systems. The Ministry of the Ship Building Industry worked on gyroscope devices. Even the Ministry of Machine Building helped with launching and refueling. This teamwork allowed the Soviet Union to reach space quickly.

The launch process was a significant engineering challenge. The R-7 rocket was originally designed as an intercontinental ballistic missile. It was the most powerful rocket in the world at that time. To launch the satellite, engineers used a modified version called 8K71PS. This version was lighter than the military rocket. It had a reduced mass of 287,000 kilograms. The thrust at liftoff was also adjusted for the mission.
