Serei Saophoan is a large city in Cambodia. It is the capital of the Banteay Meanchey Province. It is the fourth largest city in the country. Two big roads meet in this city. These are National Highway 5 and National Highway 6.

Many people call the city Sisophon. This name comes from a Thai word. The word means beautiful or bright. Long ago, the area was a small village. Its old name meant a village of mango trees. You can still find the name Svay in nearby places. There is even a hill called Phnom Svay.

About 61,631 people lived here in 2008. A city called Poipet is now larger than Serei Saophoan. The city is near many interesting sites. You can find the Banteay Chmar temple ruins nearby. This temple was built a long time ago. It was made during the reign of Jayavarman VII. This was in the late 12th or early 13th century. Some workers call the city Svay.
