Joseph Sepp Blatter is a former Swiss football administrator. He served as the eighth president of FIFA from 1998 to 2015. FIFA is the international governing body for association football. Blatter's leadership changed how the sport functioned globally. However, his tenure was also defined by major legal investigations. These investigations involved claims of corruption and financial mismanagement.

Blatter's career in sports administration began long before his presidency. He earned a degree in business and economics from the University of Lausanne in 1959. He worked in public relations and for the Swiss Ice Hockey Federation. He also served as the Director of Sports Timing and Relations of Longines S.A. During this time, he helped organize the 1972 and 1976 Olympic Games. He joined FIFA in 1975 as a technical director. He later became the general secretary from 1981 to 1998.

Blatter was elected president at the 51st FIFA Congress on June 8, 1998. He succeeded João Havelange, who had led the organization since 1974. Blatter was re-elected in 2002, 2007, 2011, and 2015. To build his power, he expanded the influence of African and Asian nations. He did this by increasing the number of participating teams in FIFA tournaments. This strategy grew the global reach of football. It also led to massive increases in revenue from the FIFA World Cup.

His leadership style often drew significant criticism from the public and media. In 2004, he made controversial comments regarding women's football. He suggested female players should wear more "feminine" clothing to increase popularity. He also faced backlash for his comments on racism in football. At the 2014 World Cup, he interrupted a moment of silence for Nelson Mandela. This occurred after only eleven seconds. Such moments led many leaders to criticize his behavior.

One of the most controversial periods involved the selection of World Cup hosts. In 2009, FIFA received eleven bids from thirteen different nations. The selection process for the 2018 and 2022 tournaments caused intense debate. Blatter was accused of making an unofficial deal with UEFA head Michel Platini. This deal allegedly ensured Europe would receive the 2018 tournament. Eventually, Qatar was awarded the 2022 World Cup. U.S. President Barack Obama stated that FIFA made the wrong decision regarding Qatar.

Legal troubles reached a peak in June 2015. Six days after the U.S. government indicted several officials for bribery and money laundering, Blatter announced his departure. He stated he would not stand in the next election. However, he remained in office until a successor was elected. The Swiss Attorney General's office announced criminal proceedings against him in September 2015. They investigated him for criminal mismanagement and misappropriation.

Blatter faced several disciplinary actions from the FIFA Ethics Committee. In December 2015, he was ejected from office. He was initially banned from all FIFA activities for eight years. An appeals committee later reduced this ban to six years in 2016. In March 2021, he received a second ban of six years. This second ban followed a probe into massive bonus payments. He was also fined CHF 1,000,000. His current suspension from FIFA activities remains in place until 2027. Following his departure, Gianni Infantino was elected as the ninth president of FIFA in 2016.
