It serves as the capital for the Semnan province, the county, and the district. The city is positioned on an alluvial fan created by the Golrudbar creek. An alluvial fan is a fan-shaped deposit of sand and gravel. This feature sits between the Alborz Mountains and a vast desert plain.

As of 2016, the city had a population of 185,129 people. It is a vital hub for the Semnani ethnic group and their unique language. The city acts as both a political and cultural center for the surrounding province.

The geography of Semnan is shaped by its proximity to water and mountains. The Golrudbar creek flows from the northern mountains to provide essential water. Historically, this water supported municipal needs and various agricultural activities. People used irrigation to drink clean water and raise livestock like sheep and cattle. This reliable water supply allowed for the cultivation of diverse crops in a dry area. The landscape transitions from the high foothills of the Alborz to the open desert. This position defines the local environment and the way people live.

The climate in Semnan is classified as a hot desert climate.

It experiences four distinct seasons throughout the year. The rainy season begins in December and continues through May. However, the actual amount of precipitation is usually very light. In the winter, moisture-heavy blizzards can fall from the Alborz Mountains. These storms can dump several centimeters of snow in just twenty-four hours. Cold, gusty winds often blow across the desert plain. These winds create a high windchill factor, making the air feel much colder.

Summers in Semnan are extremely dry and often very hot during the day. Temperatures rarely fall below freezing between May and October. Occasionally, moisture from the Caspian Sea reaches the city. This moisture can trigger afternoon or evening thunderstorms. These storms often bring strong winds and frequent lightning strikes. Autumn serves as a transitional season between the heat and the cold. The city experiences about 44.5 days each year where the minimum temperature drops below freezing. This cycle of heat and cold defines the local rhythm of life.

Semnan has a deep history involving many different empires. In the ancient Avesta-era, it was part of the province of Vern. The city remained important during the Persian Achaemenid Empire. After Alexander the Great invaded, the region became known as Komesh. The rise of the Parthian Empire brought a prosperous era to the city.

The Parthians introduced Hellenism, which is Greek culture, to the region. This led to the development of Western art styles and sculpting in Semnan. Later, the Sassanid Empire established Zoroastrianism as the state religion. This brought the city back under traditional Persian customs.

The post-Islamic era brought significant religious and social changes. Following the Muslim conquest, Islam became the primary religion. Initially, the people practiced Sunni Islam. However, the Alavid emirate later introduced the Zaidi Shi'a sect. The Seljuq Turks invaded in 427 AH, causing great devastation. Yet, the Seljuqs also built much of the city's medieval infrastructure. Later, the Mongol invasion in 618 AH was extremely brutal. The Mongols burnt much of the city and killed many residents. The city finally recovered during the rise of the Safavid dynasty.

The Qajars turned Semnan into a civil fortress. This allowed them to oversee the trade route between Tehran and Mashhad. The city also became an important medical center for Qajar royals. Many notable physicians practiced medicine in Semnan during this time. During the Pahlavi era, the city transitioned into an industrial era. This period included the construction of modern roads and infrastructure. However, this modernization led to the destruction of some ancient landmarks. Local citizens even chained themselves to buildings to protect the Gate of Semnan.

Culture and language remain central to the identity of Semnan. The local Semnani language, or "Semani Zefön," is a sub-branch of Iranian languages. A dictionary has recorded more than 12,000 words in this dialect. While many young people speak Persian due to education, older generations maintain the local tongue. The city is also famous for its unique cultural goods. Visitors often seek out Koloocheh cookies or Shirmal pastry.
