Secession is the formal withdrawal of a group from a political entity. In international law, it is a process where an integral part of a state's territory leaves unilaterally. This means the group leaves without the consent of the original state. The process usually begins when a group issues an act of secession. This might be a formal declaration of independence. The ultimate goal is to create a new state or entity. This new entity is independent of the group it left behind.

There are several ways a secession might occur. A group might leave a federation or confederation. These are political entities that have substantial reserved powers. In contrast, a group might leave a unitary state. A unitary state is governed by a single central unit with few powers for sub-units. Secession can also be described by where the land is located. Enclave secession happens when the seceding area is completely surrounded by the original state. Peripheral secession occurs when the group is located along a border.

Secession can also involve different scales of separation. National secession involves leaving an entire national state. Local secession involves moving from one entity into another within the same state. Some processes result in partition, where the original state keeps its structure. Other processes lead to dissolution. In dissolution, all political entities break their ties to create several new states.

Some movements are recursive. This means one group decolonizes, and then another group secedes from that new state. This happened when India decolonized from the British Empire, and then Pakistan seceded from India.

Political scientists have studied why secession increased during the 20th century. Bridget L. Coggins identified four potential explanations for this rise. First is ethnonational mobilization, where ethnic minorities organize to pursue their own states. Second is institutional empowerment. This happens when empires find it harder to maintain colonies or member states. Third is relative strength, as secessionist movements become more powerful. Finally, negotiated consent occurs when home states or the international community agree to the demands.

Other factors also influence the success of new states. Some scholars link secession to the discovery and extraction of resources. Tanisha Fazal and Ryan Griffiths suggest the international system has become more favorable for new states. For example, new states can receive assistance from the United Nations. They can also get help from the World Bank and the International Monetary Fund. Additionally, Alberto Alesina and Enrico Spolaore argue that high levels of free trade and peace reduce the benefits of being in a large state. This can motivate nations to seek secession.

Philosophers have debated the morality of political divorce. In the 1990s, Allen Buchanan provided a systematic account of the subject. He suggested secession might be justified in certain circumstances. One major reason is the oppression of ethnic or racial groups. This is especially true for groups that were previously conquered. There are two main philosophical theories. Choice Theory suggests a general right to secede for any reason. Just Cause Theory argues secession should only happen to fix grave injustices.

Political scientist Aleksander Pavkovic describes five justifications within liberal theory. Anarcho-Capitalism focuses on individual liberty and private property. Democratic Secessionism views the right as belonging to a territorial community. Communitarian Secessionism focuses on groups wanting to improve political participation. Cultural Secessionism allows minority groups to protect their distinct national identity. Finally, the secession of threatened cultures allows a minority to protect itself from a dominant majority.

However, there are many arguments against secession. Allen Buchanan notes that losing territory might hurt a state's ability to defend itself. This is known as a self-defense argument. There is also the concern of protecting majority rule. Some worry that secession could lead to anarchy or chaos. Another argument involves distributive justice. This suggests that wealthy areas should not be allowed to secede from poorer ones. Finally, states may argue they have a right to prevent wrongful taking. This refers to the state's previous investments in local infrastructure.
