He was born on June 7, 1940, in Reynolds, Georgia. His mother was named Bessie Mae. Little moved to Lorain, Ohio, as a young child. He lived mostly with his grandmother during his youth. Later, he moved to Florida in the late 1960s. He worked several jobs during his life. These jobs included working in a cemetery and as an ambulance attendant.

Little committed his crimes over a very long time. He traveled across many different states. His crimes stretched from Miami to Los Angeles. He committed these acts between 1970 and 2005. Most of his victims were women. Many of these women were homeless or had very hard lives. Little said he chose these women for a specific reason. He believed people would not look for them as much. He thought they would leave fewer clues for the police to find.

For many years, the police did not know the full truth. Little had many run-ins with the law early on. He was arrested many times for things like theft and assault. In 1984, he was arrested in California for two violent crimes. He served two and a half years in prison for those acts. After he was released in 1987, he moved to Los Angeles. It was not until much later that his true crimes were found. In 2012, police arrested him in Louisville, Kentucky.

New technology helped the police catch him. They used DNA testing to link him to several deaths. This happened after his arrest in 2012. Authorities found he was involved in the deaths of three women in Los Angeles. These women were Linda Alford, Audrey Nelson Everett, and Guadalupe Duarte Apodaca. These cases helped police start a much larger investigation. Little eventually confessed to 93 different murders. The FBI confirmed at least 60 of these deaths. This is the largest number of confirmed victims for any serial killer in American history.

Little began making his confessions while in prison. He did this to ask for a transfer to a different prison. He even drew sketches of twenty-six of his victims. These portraits were given to the FBI to help people identify the women. At least one portrait helped solve a cold case in Akron, Ohio. Little was eventually tried and convicted of eight specific murders. These included the murders of Annie Lee Stewart and Mary Jo Peyton. He was sentenced to life in prison without parole. He died in a California prison on December 30, 2020.
