Saif bin Sultan was a powerful leader in Oman during the late 17th and early 18th centuries. He served as the fourth Imam of the Yaruba dynasty. An Imam is a religious and political leader within the Ibadi sect. He ruled the country from 1692 until his death in 1711. His leadership was a period of great expansion for the Omani state. During his reign, the Omani presence became firmly established along the coast of East Africa. He is remembered for transforming the landscape of Oman and extending its influence across the sea.

Saif's rise to power involved a conflict within his own family. He was the son of Sultan bin Saif, the second Yaruba Imam. After his father died, his brother Bil'arab bin Sultan took the position of Imam in 1679. Eventually, Saif bin Sultan fell out with his brother. Saif built up his own military forces to challenge his brother's rule. He led a siege against Bil'arab at the location of Jabrin. Following the death of Bil'arab in 1692 or 1693, Saif bin Sultan officially became the Imam.

Once he was in power, Saif focused heavily on improving agriculture and infrastructure. He invested in the construction of aflaj in many parts of the Omani interior. Aflaj are systems used to provide water for farming and daily use. He also planted many date palms in the Al Batinah Region. This project was intended to encourage Arab populations to move from the interior to the coast. To support his people, he also built new schools for education. Saif chose the castle of Rustaq as his primary residence. While living there, he added a wind tower known as the Burj al Riah to the structure.

Saif bin Sultan also led significant military campaigns against the Portuguese in East Africa. In 1696, his forces launched an attack on the city of Mombasa. They began a siege of Fort Jesus, which was a defensive fortification. This siege lasted for 33 months and involved 2,500 people taking refuge inside. The siege finally ended when only thirteen survivors remained. These survivors had been affected by famine and smallpox before they surrendered. Following this victory, Omani forces took control of Pemba Island, Kilwa, and Zanzibar.

This expansion changed the demographics of the region significantly. The growth of Omani power led to the first large-scale settlement of Zanzibar by Omani migrants. Before returning to Oman, Saif appointed Arab governors to manage these new city-states along the coast. Some of these areas later came under the control of Muhammed bin Uthman al-Mazrui. He was the governor of Mombasa and the leader of the Mazrui family. While they acknowledged the suzerainty, or supreme authority, of Oman, they often acted independently.

Beyond territorial growth, Saif's rule involved complex economic activities. He encouraged piracy against merchant trade routes. These routes connected various parts of the world, including India, Persia, and Europe. At the time of his death on 4 October 1711, Saif bin Sultan held immense wealth. His assets reportedly included 28 ships and 700 male slaves. He also owned one third of all the date trees in Oman. His son, Sultan bin Saif II, succeeded him as the next Imam.

Saif bin Sultan left a lasting legacy in the history of the Yaruba dynasty. He was buried in a handsome tomb within the castle of Rustaq. This tomb was later destroyed by a Wahhabi general. Because of the many benefits he brought to the people of Oman, he earned unique titles. People called him "the Earth's bond" or "the chain of the Earth." These titles reflect how his work with water, farming, and settlement connected the people to their land. His reign remains a central part of Oman's historical development.
