It sits in the northeastern part of the country. The city is located on the right bank of the Danube River. This bank is a high bank with several levels. These levels are called river terraces. There are two underwater terraces and three river terraces. The average altitude of the city is 15 meters above mean sea level. The urban area forms an ellipse about 11 kilometers long. It runs along the river from Matey Island to Srabcheto hill.

To the south, the high Sarabair hill rises above the city. The Rousse TV Tower sits on this hill. It was built on the remains of a former Turkish fortification called Leventtabia.

Because of its location, Ruse is a vital center for international trade. It is the most significant river port in Bulgaria. It is also the 12th-largest city on the Danube River. The city is connected to the Romanian city of Giurgiu by the Friendship Bridge. This bridge carries both railway and road traffic. For a long time, it was the only bridge joining the Bulgarian and Romanian banks. A second bridge, the New Europe Bridge, was built in 2013 between Vidin and Calafat.

This connection makes Ruse a major transport hub for the region.

Human history in Ruse stretches back to the Neolithic period. During the 3rd and 2nd millennia BCE, people lived there through farming and fishing. Later, the Thracian settlement became a Roman military and naval center. This happened during the reign of Emperor Vespasian. The Roman name for the city was Sexaginta Prista. This name translates to "a city of 60 ships." It likely referred to the 60 berths available for guard ships.

Historians like Felix Philipp Kanitz and the Škorpil brothers helped identify this ancient site.

During Ottoman rule, the city was known as Rusçuk. It grew into an important administrative center for the Tuna Vilayet. This region extended from Varna and Tulcea to Sofia and Niš. Ruse became a place where many different empires met for trade. These included the Austro-Hungarian, Russian, and British Empires.

Because of this, the city became a center for the Bulgarian National Revival. It hosted the headquarters of the Bulgarian Revolutionary Central Committee. The city also saw the first Bulgarian-language newspaper, the Dunav.

After Bulgaria became modern in 1878, Ruse became a center for many national firsts. In 1867, the first railway line linked Ruse to Varna. In 1881, the first steel ship in Bulgaria was built. The city also saw the first private Bulgarian bank, named Girdap.

The city even had the first factories for soda water and neckties. These many developments helped Ruse become a cosmopolitan and multiethnic city.

Today, Ruse is famous for its unique architectural style. It is often called "Little Vienna" by visitors. This nickname comes from its many Neo-Baroque and Neo-Rococo buildings.

These grand structures attract many tourists to the city. In the 20th century, the city used new materials like iron, concrete, and glass. This led to buildings such as the Market Hall and the Court house. The city also became a major center for furniture manufacturing.

The city has faced many challenges throughout its history. During the communist period, rapid industrialization helped the economy grow. However, pollution from a factory in Giurgiu impacted the city in the 1980s. This led to the formation of the first informal environmental group in Bulgaria. After the transition to capitalism, the city faced high unemployment and emigration. Since joining the European Union in 2007, Ruse has been regaining its importance. Cross-border cooperation has helped restart many important projects in the city.
