A referendum is a special kind of direct vote. In most elections, people choose a leader to make decisions for them. This is called representative democracy. In a referendum, the people vote directly on a specific law or idea. This is known as direct democracy. Some referendums are binding, which means the result must be followed. Others are advisory, which means they act like a large opinion poll.

There are different ways these votes can happen. Some are mandatory, meaning the law requires them. For example, many places must hold a vote to change a constitution. A constitution is the set of main rules for a country. Some votes are also required for big spending or joining international groups. In Switzerland, a mandatory vote happened in 1986 regarding the United Nations.

Other votes are optional and happen only when someone asks for them. The government might ask for a vote, or the citizens might ask. Citizens can often start a vote by collecting many signatures. This is called a popular initiative. There are also recall referendums. These allow people to vote to remove an elected official from their job early.

Most referendums offer a simple choice between "yes" and "no." However, some allow for more options. These are sometimes called preferendums. In 1977, Australia held a vote to choose a new national anthem. Voters had four different choices to pick from. In 1992, New Zealand held a vote with five different options.

History shows that these votes have been used for a long time. The word "referendum" comes from Latin. It means "to carry back" to the people. This type of voting may have started in Graubünden, Switzerland, in the 1500s. Since 1848, Switzerland has held almost 600 national votes. Italy has also held many, with 78 national referendums recorded.
