He was born in Santiago on November 29, 1787. His parents were Francisco Antonio Freire y Paz and Gertrudis Serrano y Arrechea. He became an orphan at a young age. He lived near Colina with his uncles on a large farm. Later, he moved to the city of Concepción. There, he worked as a clerk in a store. He also worked as an apprentice on a merchant ship.

Freire spent much of his life fighting for independence. He joined public meetings in 1810 to help Chile become free. In 1811, he became a cadet in a group called the Dragones de la Frontera. He fought in several battles like Talcahuano and El Roble. He even crossed the Andes mountains during his exile. In 1817, he returned to Chile through the Planchón Pass. He was a colonel after the battle of Maipú. He later served as the Intendant of Concepción under the leader O'Higgins.

As a top leader, Freire made many big changes for the people. He served as Supreme Director starting in April 1823. He was also elected president in February 1827. He worked to end slavery in Chile. He also helped open free schools in convents and monasteries. Freire wanted people to have freedom of the press. He even helped finish the independence of Chiloé Island. This was a place that Spain still held at that time.

Leading a new country was a very hard job for him. The government had very little money after the wars. Freire tried to make money by controlling things like tobacco and alcohol. This plan did not work well and was a failure. He also tried to use a new constitution in 1823. This document tried to guide how people acted in private. However, people found it too hard to follow. The new laws were abandoned after only six months.

Life was often difficult and full of many conflicts. Freire had to leave Chile many times because of fights between groups. He lived in Peru and was even sent to Tahiti. He spent a short time in Australia in 1837. He finally returned to live in Chile in 1842. He lived peacefully there until he died on December 9, 1851. He left behind a family, including his wife Manuela Caldera. They had four children together during their life.
