While the term varies by country, they are also known as a chief minister, premier, or chancellor. The prime minister serves as the head of government, which is distinct from the head of state. In many nations, the head of state is a monarch or a ceremonial president. The prime minister focuses on the actual administration and daily operations of the country. This role is essential for managing the various departments that keep a nation running.

In a parliamentary system, the prime minister's power comes from the legislature.

They must command the confidence of the lawmakers to remain in power. The prime minister usually leads a group called the cabinet. This cabinet consists of several ministers who oversee specific areas of government. The prime minister often selects these members and can dismiss them from their posts. They also act as the chairman of cabinet meetings to ensure everyone works toward the same goals.

Different systems of government assign different levels of authority to this role. In semi-presidential systems, such as in France, the prime minister manages the civil service. In these cases, they execute the specific directives given by the head of state. However, in some presidential systems like South Korea, the role is quite different. There, the prime minister is the most senior member of the cabinet but is not the head of government. They function similarly to a vice president and take over if the president is absent.

The concept of a powerful minister has existed for thousands of years. In ancient China, the position of Grand Chancellor was used as early as 685 BCE. The Ottoman Empire utilized a Grand Vizier, who was the most powerful person after the sultan. Even in ancient Rome, the title was linked to the head of a chancellery. In the Holy Roman Empire, the Archchancellor held a high dignitary status starting around 860 CE. These early leaders often served at the personal favor of a monarch.

In the past, the relationship between a leader and a monarch was often dangerous. If a minister lost the favor of a king, they could be dismissed or even executed. For example, Cromwell was executed after losing favor. In the 17th century, the term "prime minister" was used to describe Cardinal Richelieu in France. He headed the French royal council in 1624. However, after 1661, King Louis XIV stopped using the term. He did not want any single minister to appear more important than the others.

The modern version of the office began to take shape in the United Kingdom. A major shift occurred after the death of Queen Anne in 1714. The new king, George I, spoke very little English and spent much time in Hanover. Because he was less involved in daily politics, his first minister became the functional leader. Robert Walpole held this position for twenty-one years starting in 1721. He established the doctrine of cabinet solidarity, meaning all ministers had to defend government policy in public.

Today, the office is found in many different types of nations. It exists in constitutional monarchies like Japan, Norway, and the United Kingdom. It is also common in parliamentary republics like India, Italy, and Ireland. Some leaders have held these positions for a very long time. For instance, Sheikh Khalifah bin Sulman Al Khalifah served as prime minister in Bahrain for about 50 years.
