A head of state serves as the public persona of a sovereign state.

This individual acts as an embodiment of the state itself. They represent the international persona of their nation to the rest of the world. The specific name for this office depends on the country's form of government. It also depends on how powers are divided within that government. The powers of a head of state can range significantly. Some leaders hold immense executive power. Others serve as little more than ceremonial figureheads.

Political scientists often categorize these roles into four major types. The first is the parliamentary system, which has two distinct subsets. The first subset is the standard model. In this model, the head of state possesses key executive powers in theory. However, they usually exercise this power based on the binding advice of a head of government. Examples of this include the United Kingdom, India, and Germany. The second subset is the non-executive model. In this model, the head of state has very limited or no executive power. They serve a purely ceremonial and symbolic role, as seen in Sweden, Japan, and Israel.

The second major type is the semi-presidential system. In this system, the head of state shares executive powers with a head of government or a cabinet. This is the structure used in countries like France, Russia, and Sri Lanka. In practice, these two leaders usually divide power among themselves. The actual distribution of power often depends on which leader holds more public confidence. The third major type is the presidential system. In these systems, the head of state is also the head of government. They hold all executive powers, which is the case in the United States, Indonesia, and South Korea.

Within parliamentary systems, the distinction between models is vital. In the standard model, the head of government is answerable to the legislature. This creates a system of accountability. The legislature can often vote down the head of government and their cabinet. This may force them to resign or trigger a parliamentary dissolution. In some cases, the head of state may also be the leader of a dominant political party. This can grant them de facto executive powers even if their official role lacks them. For example, in China, the leader of the Communist Party also serves as the head of state.

History shows how these roles evolve through constitutional changes. In Turkey, the constitution was amended to move from a parliamentary system to a presidential one. This change cemented the executive powers held by President Recep Tayyip Erdoğan. In Belgium, the role of the monarch has faced significant challenges. In 1940, King Leopold III decided to surrender to the German army. He believed his coronation oath required him to act, even though his government wanted to fight. This decision was highly controversial and eventually led to his abdication. In 1990, a constitutional crisis occurred when the King refused to sign a law regarding abortion.

Constitutions also define how much power a monarch or president can hold. In some older constitutions, heads of state had more leeway. For instance, under the 1848 Statuto Albertino in Italy, a king could appoint a government without legal requirement for parliamentary approval. In contrast, the Japanese constitution provides a very strict non-executive model. The Emperor is defined as the symbol of the State and the unity of the people. Article 7 requires the Emperor to perform only acts provided for in the constitution. He has no independent discretionary powers related to the governance of Japan.

Even non-sovereign territories have leaders performing similar functions. In Canadian provinces, the role is fulfilled by a lieutenant governor. Most British Overseas Territories use a governor for these duties. Hong Kong uses a different title, calling its leader the chief executive.

These leaders often have a restricted role in international diplomacy. In some places, like Germany, federal states do not have a clearly defined head of state. Instead, the speakers of the state parliaments, known as Landtags, fulfill many of the same duties. This shows how the concept of a head of state adapts to different political needs.
