He has served as the President of Rwanda since the year 2000. Before this, he was the Vice President and Minister of Defence. Between 1994 and 2000, he acted as the country's de facto leader. Kagame rose to power through his leadership of the Rwandan Patriotic Front (RPF). The RPF was a rebel armed force that invaded Rwanda in 1990. His leadership has shaped the modern history of East Africa.

Kagame's early life was defined by displacement and ethnic tension.

He was born on October 23, 1957, in Tambwe, southern Rwanda. His father, Deogratias Rutagambwa, belonged to the Tutsi ethnic group. At that time, Rwanda was a United Nations Trust Territory managed by Belgium. The Belgian administration had long promoted Tutsi supremacy over the Hutu majority. During the 1959 Rwandan Revolution, many Tutsis faced violence and fled the country. Kagame's family moved to Uganda when he was only two years old. He grew up in refugee camps and attended schools like Ntare School in Uganda.

In the 1980s, Kagame developed significant military expertise. He fought in the Ugandan Bush War to support Yoweri Museveni.

This conflict aimed to overthrow the government of Idi Amin. After Museveni became president, Kagame served as a senior officer in the Ugandan army. He specialized in military intelligence, which is the gathering of secret information. In 1989, Rwandan officials criticized the appointment of refugees to high positions in Uganda. This led to Kagame's demotion and accelerated his plans to return to Rwanda. He joined the RPF to organize a movement for Tutsi refugees.

The Rwandan Civil War began with an RPF invasion in October 1990.

The RPF leader, Fred Rwigyema, was killed on the second day of the invasion. Kagame then took command of the RPF forces. By 1993, the RPF controlled large areas of territory, leading to a ceasefire. However, the assassination of President Juvénal Habyarimana triggered the 1994 Rwandan genocide. During this period, Hutu extremists killed an estimated 500,000 to 800,000 Tutsi and moderate Hutu people. The RPF resumed the civil war and eventually ended the genocide through military victory.

Following the genocide, Kagame played a vital role in stabilizing the government. As Vice President, he controlled the national army. He was responsible for maintaining state power while other officials focused on rebuilding the nation.

During this time, some RPF soldiers carried out retribution killings. Kagame stated he did not support these acts, but he was criticized for failing to stop them. His leadership also extended into neighboring conflicts. In 1996, the RPF attacked Hutu refugee camps in Zaire. This led to two major wars in the Democratic Republic of the Congo (DRC) between 1996 and 2003.

Kagame's presidency has been marked by both rapid growth and intense controversy.

He has prioritized national development through various state programs. These initiatives have improved key indicators like healthcare, education, and economic growth. However, human rights groups often describe his rule as authoritarian. They accuse his government of political repression and the targeting of opponents. While he has won four presidential elections, international observers have not rated them as free or fair. His relationship with other nations is also complex and varies by region.

Today, Rwanda's international standing reflects these mixed views.

Kagame maintains good relations with the United States and the East African Community.

Conversely, relations with France were poor until 2009. Relations with the DRC remain tense despite the 2003 ceasefire. A leaked United Nations report alleged Rwandan support for insurgencies in the DRC, a charge Kagame denies. Despite these tensions, the skyline of Kigali shows the physical changes in the country.
