A pardon is a special decision made by a government. It allows a person to be relieved of some legal consequences from a crime. This can happen even before a person is convicted. Sometimes, a pardon is used to fix a mistake in justice. It can help someone who was wrongly convicted or given a penalty that was too harsh. Other times, it is given to people who have shown they have "paid their debt to society." This means they have lived as good citizens again.

In many places, the way a pardon works depends on local laws. In Canada, the system changed in 2012 with the Safe Streets and Communities Act. Now, the term "pardon" is called a "record suspension." The Parole Board of Canada makes these decisions. A record suspension keeps a person's conviction separate from their other records. It helps people join back into society. However, it does not erase the fact that a crime happened.

Different countries have different histories with these powers. In China, the 1954 Constitution included pardons and amnesties. Chairman Mao Zedong and President Liu Shaoqi issued the first pardon in 1959. Later, different constitutions changed how these rules worked. In France, the power to grant pardons comes from the old kings of France. Today, the president of France is the main judge of these requests. The president can choose to spare someone from the rest of their sentence.

There are many specific rules for who can get help. In Canada, an adult must finish all their sentences first. This includes paying all fines and completing any prison time or probation. The waiting period depends on the type of crime. For some crimes, the wait is five years. For others, it can be ten years. In Chile, the president can grant a pardon to a specific person. But Chilean law forbids pardons for people convicted of terrorism.

Pardons can sometimes cause big arguments in a country. Some people worry that pardons are used as political favors. This happens when a leader makes a choice that seems unfair. In Australia, this power is called the royal prerogative of mercy. It belongs to the King but can be used by the governor-general. In Germany, the power is split between the federal and state levels. This shows how every nation tries to balance mercy with the law.
